Source-grounded decision support

Government Contract Intelligence Platform

Functional Prototype / In Development — Not Deployed

A multi-tenant prototype that normalizes federal opportunities, applies explainable qualification rules, connects award context, and keeps bid decisions under human control.

Verified media

Rendered application evidence, labeled at its actual stage.

Business problem

Why this system exists

Small capture teams can lose bid hours to notices that fail location, eligibility, timing, or scope checks after discovery.

Role evidence

What the repositories support

Repository evidence supports ingestion boundaries, deterministic scoring, source-grounded reporting, tenant isolation, test coverage, and controlled provider adapters.

Repository group

  • Pwarner96/govbid-scout — canonical repository; intended private

System architecture

Verified boundaries from interface to accountable data.

This diagram summarizes repository-supported components and controls. It does not imply that disabled providers or undeployed services are active.

  1. Public source adaptersSAM.gov · USAspending · preserved source records
  2. Ingestion boundaryNormalization · deduplication · record versioning
  3. Decision servicesDeterministic qualification · bounded optional summaries
  4. Tenant review surfaceSupabase/PostgreSQL RLS · human GO / HOLD / NO-GO

Core workflow

A controlled path from source to accountable action.

  1. 01Collect and preserve public source records
  2. 02Normalize, deduplicate, and version notices
  3. 03Apply explainable fit and risk checks
  4. 04Present evidence for a human GO / HOLD / NO-GO decision

AI boundary

Assistance without invented authority

The core pursuit brief and qualification path are deterministic. Optional model-enhanced summaries are bounded and do not replace source evidence or the human pursuit decision.

Human approval points

  • Human bid/no-bid decision
  • Owner approval before pricing, legal, email, billing, or production launch
  • Manual review when source data is missing or conflicting

Security controls

  • Tenant-scoped row-level security
  • Private storage and server-only provider credentials
  • Verified real-session isolation checks

Reliability controls

  • Raw-source preservation and versioned records
  • Retry-safe jobs and deterministic fallbacks
  • 203 unit tests plus browser, database, secret-scan, audit, and build checks

Current limitations

  • No Vercel production service, live billing, production Supabase, or provider email is active.
  • Displayed opportunities are illustrative unless tied to an explicit public source record.
  • Pricing, trial terms, legal text, attachment processing, and launch gates remain subject to review.
